A neighbor's house has roses along the sidewalk up to their door..... I wonder is it wise to use roses as a border plant....that could become quite a thorny path.
I love roses so much I have just a few (our yard is too shady to have them all over anyway). I have a Mr. Lincoln - red, a John F. Kennedy - white, a Queen Elizabeth - pink, and a Sacred Heart - red right next to our statue of Mary.
Since we have so much shade I really have grown lots of leafy shade loving plants.
Sounds like your neighbor has made a downsized modern moat so appraoch with caution.
